The Portland Bureau of Transportation (PBOT) took input from thousands of Portlanders after a pilot program last summer, which factored in the new public safety measures as they roll out a second, full-year trial dubbed the "Shared Electric Scooter Pilot Program."
The new trial will last April 26, 2019 and run through April 26, 2020.
PBOT said the previous program showed that it could cut down on both congestion and pollution, but it also raised several concerns.

Among the changes, PBOT said it could face $ 50 for riding on the sidewalk, and $ 15 for illegally parking the scooters.
Companies will also be requiring ed to issue notifications, warnings, fines and account suspensions to people who are not following the rules.
The city will also be adding a 25-cent use fee, and the companies will be charged between 5 and 20 cents for a "Right-of-way" fee.
Companies also must use geofencing technology to prevent riders from leaving scooters in city parks, just along the walkway in Tom McCall Waterfront Park.
Those companies (like Lime, Bird, and Skip) who are granted permits in the program can have up to 2,500 e-scooters citywide, which is roughly 450 more than last time around.
They can incrementally expand their " fleets ”up to 9,000 scooters if they follow all the city's regulations and help PBOT meet its goals, like stopping people from riding on the sidewalk, stopping improper parking, and getting better ridership in east Portland.
Not everyone celebrated the e- scooter program. Someone created an anonymous Instagram account dedicated to how much people hate the scooters.
